Adding Observation to Partner's Profile
Overview
The observation feature allows participating agencies to record key brief notes, whether positive or negative, on collaboration experience, CSO performance or other key issues. An observation may be marked with a risk flag to indicate those observations that may involve reputational risk to the UN.
Key Functionality & Controls
Ability to add an observation to a CSO’s profile at any time
Ability to edit an observation on a CSO’s profile
Ability to mark an observation as risk related by appending a yellow risk flag to the CSO’s profile
Ability to escalate a yellow risk flag to HQ
Ability to mark a CSO with an escalated risk flag for deactivation
Ability to defer an escalated risk flag to the CO for resolution
Ability for a risk flag that was escalated to HQ and subsequently deferred by HQ to be automatically downgraded to a yellow risk flag
Ability to invalidate an observation and yellow risk flag, but retain the history of the observation or flag, even if it was found to be unsubstantiated or no longer relevant
Ability to view details of past observations and flags made to a CSO’s profile
Ability to view the date a CSO received an observation or risk flag, the name and agency of the person who gave the observation or risk flag
Ability to escalate to HQ an organization that is not a legitimate CSO
Ability for all the COs of an INGO to “inherit” the risk flags appended to its parent’s INGO HQ profile.
Ability to send notification to the super administrator when a CSO account has been marked for deactivation.
Ability to restrict adding observations and risk flags to advanced editor and HQ editor
Ability to restrict editing or invalidating an observation or risk flag to the user who created the observation or risk flag
Ability to restrict marking an account for deactivation (red risk flag) to HQ editor
Ability to restrict the account deactivation of a CSO with a confirmed match on the UN Sanctions to the super administrator
Ability to restrict deactivation of a CSO’s account to the super administrator
Ability to require an agency user when flagging a CSO’s profile to provide the following information: Comment box for additional details
• (optional) Contact information for additional follow-up
• (optional) Attachment
Ability to keep a record of CSO’s observations and flags.
Ability to deactivate an INGO’s HQ and all subsidiary accounts if the HQ profile of an INGO receives a confirmed red flag.
Ability to restrict viewing the comments on observations and flags to advanced editor and HQ editor.
Adding new Observation
Adding new Observation/Flag is possible from menu placed on Flag status card:
Clicking on type of the flag, following modal will be open:
Each type of Observation/Flag will be added by a separate modal window.
Viewing added Observations
All added flags are viewable from the header and Flag Status card (as a quick preview - number and flag icon). To view more details, user needs to click on view details button. The following modal window will be shown:
Editing Observation
As a creator of a flag, user can edit his observation and mark it as no longer valid or Escalate it UN HQ Editor (in case of yellow risk flag):

Users can add observation to the Partner's Profile. This observation can be not risk-related or risk related (yellow flag, escalated yellow flag). Adding a red flag will be centralized to UN HQ.
Adding new Observation
Depending on permissions added to the user - for full description view permission matrix - users can add observation from a menu located in page header through the modal:
Viewing added Observations
All added observations will be listed in a table in Observations tab in Partner's detail section. Depending on permissions, users will be able to view number and type of observation or detailed information as well.
Editing Observations
If a user is an owner of the added observation, he will be able to edit this observation. In case of yellow flag added by Country Office user with appropriate permissions, this user will be able to mark it as no longer valid or escalate it to UN HQ for further investigation. If a flag was differ to CO, user will be able only to mark it as no longer valid (user cannot escalate yellow flag to UN HQ for the second time).
Response of HQ to escalated risk flag
HQ Editor will be able to filter escalated risk flags in the Observations tab to know which observations need his assistance.
HQ Editor can view the details of this observations and can edit them:
Options available when editing, are:
Defer back to filed for local decision making
Confirm/deem to be so serious that no partnership should take place with the flagged entity.
